Sara Allard, Recruitment Specialist

As a Recruitment Specialist in the Colorado Provider Recruitment (CPR) program, Sara is responsible for connecting rural clinics and hospitals in need of more medical staff with physicians and other medical providers interested in practicing in a rural area. Originally from upstate New York, Sara earned a Bachelor's Degree in Sociology from The State University of New York at Oneonta. From there, she gained nonprofit experience at The Community AIDS Research and Education Service, and the Regional Food Bank of Northeastern New York. In her free time, she loves to explore Colorado's great outdoors!

Cherith Chapman, Workforce Programs Manager

Cherith began at CRHC as a Recruitment Specialist with CPR and then moved to her current position of Workforce Programs Manager to oversee CPR and several loan repayment programs. She works to help increase the size of Colorado's health workforce and fulfill the great need for providers in rural areas. She has a BS in Business Administration from Berea College in Berea, KY and has both for-profit and nonprofit experience . In her free time she enjoys reading, learning, and taking part in outdoor activities such as running, hiking, and swimming.

Shelly Collings, Development Coordinator

Shelly has worked in several capacities for CRHC throughout the years, including Program Manager, Finance Manager, and Administrative Director; she is now CRHC's Development Coordinator and focuses on grant writing and event/program development. Shelly is a Colorado native and has Master's Degrees in both Health Administration and Business Administration.

Christy Crosser, Contractor

Christy has a wealth of experience in health and nonprofit work which she now shares with CRHC as a contractor. She earned her Masters in Education from Colorado State University and has a BS in Community Health Education and Public Administration from the University of Utah. Her experience includes working as a health educator and clinic manager for a family planning and women’s health clinic in Utah; working for the American Heart Association as a trainer and in fund development; 15 years as a regional manager with JSI Research & Training Institute office and the training center for a health care delivery program; and consulting for a regional program for the federal Department of Health and Human Services. Her most recent experience was as the project manager for the Rural Hospital Performance Improvement Project located in the Mississippi Delta Region.

Sandy Dolak, Consultant (Grant Writing Program)

Sandy brings a wealth of outreach and writing experience to the Colorado Rural Health Center Grant Writing Program, launched in early 2009. She has over 30 years experience in varied rural health roles including RN/Nurse Practitioner in Women’s Health and Grant Writer for Spanish Peaks Regional Health Center in Huerfano County. For the CRHC Grant Writing Program, Sandy will help develop programmatic content and will coordinate and administer the grant writing service and training.

Jennifer Dunn, Critical Access Hospital Program Coordinator

Jennifer works as the Critical Access Hospital (CAH) Program Coordinator, organizing training, resources, and information for all of Colorado's CAHs .  She earned a Bachelor’s Degree from Concordia College in Moorhead, Minnesota and a Master's Degree in Public Administration from the University of Colorado at Denver.  In her free time, Jen enjoys cycling, jogging, volunteering, and traveling.

Cari Fouts, Program Director

Cari's 15+ years of healthcare experience in direct patient care, outreach and marketing, and quality and patient safety have prepared her to direct CRHC's programs. Cari has worked extensively with both rural and urban hospitals. Cari earned a Bachelor of Arts Degree from Colorado College and later went on to receive her MBA in Marketing. As Program Director at CRHC, Cari is responsible for overseeing the Critical Access Hospital and the Rural Health Clinic programs. Outside of work, Cari teaches group fitness classes, and she enjoys skiing, hiking and biking in the mountains with her family.

Sheri Glischinski, Program Assistant

As a Program Assistant for the RHC and CAH Programs, Sheri assists in providing resources, information, education, and technical assistance. Sheri is currently working on an AA Degree in Health Information Technology. Her specialties are research, event planning, database and record management. She is an active volunteer for the Women’s Vision Foundation, Donor Alliance, and University of Colorado Hospital.

Matt Guy, Quality Improvement Coach (IPIP Program)

Matt is based out of the new Pueblo satellite office for CRHC. He will be working with Rural Health Clinics in Southeastern Colorado to help improve the quality and effectiveness of their practices through the Improving Performance in Practice (IPIP) program in partnership with the Colorado Clinical Guidelines Collaborative. Prior to working at CRHC, Matt worked at the Colorado Prevention Center as Community Health Coordinator for the Colorado Heart Health Solutions project and was the Education and Outreach Coordinator at the Southeastern Colorado Area Health Education Center. Matt is a graduate of Central College (BA, Political Science) and the University of Colorado at Denver (Master’s, Public Administration), and holds a 4th degree black belt in taekwondo.

Terri Hurst, Policy Analyst

As Policy Analyst, Terri assesses and reports on the needs, barriers, and issues surrounding rural communities throughout the state. A returning Colorado resident, Terri received a BA in Sociology & Human Services from Fort Lewis College, Durango, in 2000. In 2005, she earned a Master's in Social Work from the University of Hawaii at Manoa. She has extensive experience conducting qualitative research and previously lived in Salt Lake City, UT where she provided direct services to marginalized populations using a harm reduction approach.

Jennifer Jones, Finance Coordinator

As the Finance Coordinator, Jennifer is responsible for the general accounting functions at CRHC, ensuring that CRHC’s financials are correctly stated under Generally Accepted Accounting Principles, and assisting with the implementation of procedures to allow for proper internal controls.  She earned her Bachelor’s Degree in Accounting at the University of Tulsa in Tulsa, OK and later earned her designation as a CPA.  Jennifer has worked for several years as a for-profit Staff Accountant and briefly worked as an auditor.  In her free time, she enjoys volunteering and traveling and is an avid hockey fan.

Sarah Mapes, Graphic Design & Website Coordinator

Sarah produces all the print materials for CRHC, as well as acts as both webmaster and official photographer. She has a background in the health industry and the nonprofit sector, and has a BA in Anthropology and her MPA from Arizona State. Originally from Alaska, Sarah spent six years in Arizona before moving to Colorado to enjoy the mountains and wilderness. Before coming to CRHC, she split her time between fundraising, marketing, and graphic design for nonprofits and for-profit health clinics.

Rich Marquez, Rural Health Clinic Program Coordinator

As CRHC's Rural Health Clinics (RHC) Program Coordinator, Rich provides resources, information, education, and linkages to Colorado’s RHCs. Rich is a California native and earned a Bachelor's Degree in Ethnic Studies from the University of California Berkeley. Rich later moved to Colorado to attend the University of Northern Colorado where he earned a Master's Degree in Public Health. Rich has over five years of program coordination experience from local tobacco prevention and cessation programs to national level stroke prevention and outreach efforts. Rich is an avid skier and enjoys hiking, camping, music and cooking.

Brenda McCoy, Director of Operations

As the Director of Operations, Brenda is responsible for the management and oversight of the operational functions of the organization which will include the development and implementation of strategies to ensure that the organization’s systems and operational infrastructure support execution of its programs and services within CRHC’s strategic plan and budget. Prior to working at CRHC, Brenda was the Director of Technology & Executive Director of the NPower Program at the Community Resource Center, and worked 18 years for the City of Fort Collins in operations, finance, HR and technology. She is the founder of her own nonprofit, the Senior Advocacy Foundation, which provides advocacy and services to seniors throughout Larimer County to facilitate independence, safety, and security. Brenda has a Bachelor’s in Sociology/Criminal Justice from Colorado State University and a Bachelor’s in Retail Management & Business Administration from Oregon State University. She is also a Reserve Sheriff’s Deputy in Larimer County.

Kent O'Connor, Executive Assistant

Kent assists the Executive Director and Director of Operations as the Executive Assistant, as well as performs general administrative duties for the office. Raised in Denver, Kent has lived and worked in a number of countries, including Guatemala, Mexico and Canada. After many years away, Kent has come home to enjoy Colorado again. She enjoys cycling, hiking and trying to be a better gardener.

Aaron Ortiz, Recruitment Specialist

As a Recruitment Specialist in the Colorado Provider Recruitment (CPR) program, Aaron is responsible for connecting rural clinics and hospitals in need of more medical staff with physicians and other medical providers interested in practicing in a rural area. A Colorado native, Aaron graduated from the University of Colorado at Boulder with a degree in History. Before joining CRHC, Aaron worked for both for-profits and nonprofits, including the Boulder Shelter for The Homeless, Boulder County Cares, and Polycom. Aaron is an avid runner and recently completed his first marathon! He also enjoys reading, climbing, and intramural sports.

Toloa Pearl, Rural Health Clinics Program Manager

Toloa’s extensive background working with Rural Health Clinics has prepared her well for the challenges of managing CRHC’s Rural Health Clinics program. Toloa is a Registered Nurse and past Rural Health Clinic Administrator. In addition to her experience in healthcare administration, she has worked in the RHC and with an ambulance service for 20+ years. She earned her BSN in Nursing in 1997, and has since worked as a nurse in an emergency room, as a clinical nursing instructor and in the field in emergency medical care. In her free time, she loves to read, ride motorcycles, work in her garden and play with her dogs.

Ron Seedorf, Emergency Preparedness Manager

Ron manages the Hospital Preparedness contract through the Colorado Department of Public Health and Environment, Emergency Preparedness & Response Section that provides Federal emergency preparedness funds to help hospitals, clinics and first responder agencies enhance their capacity to respond in the event of a mass casualty or pandemic event. Ron comes from Yuma, Colorado, a small town on the northeast plains, where he worked at Yuma District Hospital as their Grants Manager and Trauma Coordinator. With a BS in Business Management and Administration, Ron has over 20 years in private business experience and has worked in Emergency Medical Services as an EMT for almost 20 years. Ron continues his EMS involvement working on projects with the State EMTS section and all of the RETACs across Colorado.

Kay Volkema, Director of Outreach and Communications

Kay has over 20 years of outreach and communications experience, and has worked for some of Colorado’s largest and most well known companies including the University of Denver, Regis University and US Medical, and has worked for two international non-profits. Active in the Front Range marketing community, Kay was named “Advertising Pro of the Year” in 1995 by the Denver Ad Federation. She earned a Bachelor of Science in Education degree from Emporia State University (KS), as well as a Master of Arts in English. Kay oversees public outreach, marketing, brand development, fundraising, policy, and special events.

Elke Webb, Program Assistant

Elke works as a Program Assistant for the CPR Program, as well as oversees the Colorado Rural Health Care Grant Program. A Colorado native, Elke graduated from the University of Colorado at Boulder with a BA in Biology and Sociology. As an undergraduate, Elke interned with the JSI Research & Training Institute office. In her free time, Elke enjoys hiking, camping, dancing and reading.

Andrea Williams, Program Assistant

Andrea originally joined the CRHC as the Executive Assistant, and now works as the Program Assistant to the Outreach & Communications team. Originally from Ohio, Andrea served on active duty in the U.S. Army from 1989 until 1996. After an honorable discharge from military service, she began working in the nonprofit sector at Pikes Peak Mental Health. From there, she worked for Community Partnership for Child Development, Pikes Peak Community Action Agency, America’s Family, and the Pikes Peak Youth Assessment Center. She also volunteers on a subcommittee of the Colorado Springs Diversity Forum, where she assists with organizing the annual diversity fair for the city. Andrea is currently working on a Bachelor’s of Science Degree in Business Administration at Colorado Christian University. Andrea has lived in Colorado since 1995, and is the proud mother of three children.

Lou Ann Wilroy, Executive Director

Lou Ann started at CRHC as the Critical Access Hospitals Director, and took on the role of Executive Director in August 2007. Her background is in healthcare management consulting, hospital administration and clinic management. She has previous experience as a rural outreach coordinator for Colorado, Kansas, Nebraska, and Wyoming. Lou Ann has a BA in Psychology from the University of Tennessee and post-graduate certification in Medical Staff Services.
